临沂是中国著名的革命老区。改革开放以来，经济和社会各项事业都取得了突飞猛进的发展，人民生活水平、整体经济实力有了较大提高，医疗设施、地面急救网络比较完善，但随着高速公路、旅游景点越来越多，提高高速公路交通创伤和远距离危重病人的抢救能力越发显得急迫。
有着110多年历史的临沂市人民医院，是鲁南、苏北一带最大的现代化综合性三级甲等医院，集医疗、教学、科研、急救、康复为一体，担负着1400万人口医疗急救任务，为了给当地群众提供更加优质、高效、便捷的医疗服务，于2000年12月开始建设主体大楼，并将空中急救设施作为一项重要内容，在楼体顶层设计了1000余平方米的停机坪。大楼面积8.9万平方米，地上24层，高106米，历经3年时间，在主体大楼正式启用的同时，开通空中急救生命绿色通道。据院长尹传贵介绍，该楼质量按照中国最高建筑奖“鲁班奖”标准设计施工，格调新颖，造型流畅美观，布局合理完善，功能设施齐全；集门诊、急诊、住院、手术、医疗、康复于一体，可满足日5000人次的就诊需求；病房有700余张高标准病床，有1人间、2人间、3人间及套间，每间病房都设有卫生间、淋浴、电话、电视、计算机接口、信号呼叫系统、集中供氧、吸引系统和中央空调；设有多功能厅和学术报告厅；大楼各项功能、布局按照智能化、人性化进行精心设计，处处体现“以病人为中心”的设计理念，凸显人文精神和人文关怀；其设计、功能、管理、保洁均可与国内外高等级医院媲美，被誉为“中国医院第一楼”。它的启用不仅提高了全市的医疗服务水平，同时为广大患者营造了更加温馨舒适的医养环境。
本次演练对象为县区的一名危重车祸病人，事发地距临沂城里80公里，且由于事故而发生严重堵车，当地急救车辆无法运送。市人民医院接到求救电话，迅速派急救直升机前去营救，自接到求救电话直至伤者被送入手术室进行抢救，仅用了56分钟，为抢救病人节省了宝贵的时间。空中急救生命绿色通道开通后，将在地面急救距离较远或交通不便的偏远山区、突发重大灾害事故等情况下，为争分夺秒抢救急危重病人发挥重要作用，大大提高了救治成功率和重大事件应急处理能力。
Recently, Linyi City of Shandong Province has successfully carried out a manoeuvre to give first aid by helicopter to a serious case. After receiving the call for help, it took only 56 minutes for the helicopter to transfer a serious patient to the operating room of Linyi Municipal People’s Hospital (LMPH) for emergency treatment from a place 80 kilometers away. This, in fact, indicates the remarkable progress of the first aid and medical services in and around the Yimeng mountainous area, where Linyi City is located. Moreover, in terms of first aid ability and emergency treatment, LMPH can match other high-level hospitals from home and abroad.
LMPH, with a time-honored history of more than 110 years, is the largest modern general 3A’s hospital in the large area of southern Shandong and northern Jiangsu Provinces, serving 14 million people as well as specializing in medical care, teaching, scientific research, first aid, and rehabilitation. With a view toward providing high quality, high efficiency, and convenient medical service, in December 2000, when commencing the construction of a main building, LMPH planned to provide first aid by air, and constructed a parking apron on the roof of the building, which covers an area more than 1000 square meters. The building, towering 106 meters, has 24 floors above ground and covers an area of 89,000 square meters.
After three years of construction, when the main building was put into operation, the green first aid channel by air was also opened for service. With respect to construction quality, this building was designed and constructed in accordance with the standards of the “Luban Prize,” the top architectural prize in China. Now, LMPH provides services integrating outpatient, emergency treatment, hospitalization, operation, regular treatment, and rehabilitation, and can provide outpatient service for 5000 people every day. The wards, accommodating more than 700 high standard beds, are comprised of single rooms, double-bedded rooms, tri-bedded rooms, and suites. In every room, a toilet, bathing facility, telephone, TV, computer interface, message call system, central oxygen system, respiration system, and central air-conditioning are available. In addition, the building also has a multi-purpose hall and an academic lecture hall. All in all, the building is designed and constructed in accordance with the “people oriented” principle with a view to providing the best services for patients. With such quality construction and complete facilities, the building is honored as the “Number 1 Hospital in China.” The operation of this building not only improved the medical level throughout Linyi and the entire Yimeng area, but also turns out a pleasant medical environment for patients and visitors, not to mention the doctors, nurses, and administrators who work there.
