基于“双高”示范省建设的全域土地综合整治SWOT分析

　　摘 要：全域土地综合整治是自然资源高水平保护高效率利用的重要抓手。该文运用SWOT方法，对广东省“双高”示范省建设背景下全域土地综合整治工作进行了战略分析。结果表明：广东省拥有资源丰富、产业发展需求大、基础工作扎实等优势，但也存在经验不足、资金缺口大、耕地后备资源少等劣势;面临乡村振兴战略、“双高”示范省建设、生态文明建设和高质量发展良好机遇的同时，也存在耕地保护压力大、建设用地供需矛盾突出、资源价值转化机制不健全等挑战。建议加强相关规划引导、加快制定以“双高”为导向的标准规范、建立协同联动工作机制和强化资金保障。

　　Abstract： Comprehensive land consolidation is an important starting point for high-level protection and efficient utilization of natural resources. This paper made a strategic analysis on the comprehensive land consolidation under the background of the construction of “double-high” demonstration Province in Guangdong Province by SWOT method. Results showed that Guangdong Province has the advantages of rich resources， large demand for industrial development and solid basic work， as well as the disadvantages of insufficient experience， large capital gap and few cultivated land reserve resources; Facing the opportunities of Rural Revitalization Strategy， “double-high” demonstration province construction， ecological civilization construction and high-quality development， there were also challenges such as great pressure on cultivated land protection， prominent contradiction between supply and demand of construction land， imperfect resource value transformation mechanism and so on. It is suggested to strengthen relevant planning guidance， speed up the formulation of standards and specifications oriented by “double-high”， establish a collaborative working mechanism and strengthen capital guarantee.

　　广东省是经济大省，是全国重要的产业集聚区，对各项资源的需求极高。2020年，广东供应建设用地3.08万hm2，批准用地2.45万hm2，用海0.63万hm2，用林1.25万hm2，分别同比增长17.6%、7.7%、170%、9.6%。“三{”结果显示：广东近十年耕地减少60余万hm2，建设用地增加20余万hm2。在资源总量有限的前提下，如何提高自然资源利用效率，在合理保护资源的基础上，如何保障和促进区域发展，是自然资源领域研究的重点问题。“十四五”时期，高质量发展对资源需求和保障力度、生态文明建设对资源保护和持续利用均提出了更高的要求。鉴于此，2021年广东省政府工作报告提出要推进资源节约集约利用，开展自然资源高水平保护高效率利用示范省建设（简称“双高”）。全域土地综合整治涉及耕地、森林、水、海洋、湿地、矿产等诸多自然资源，及古村落、古建筑、古驿道等历史文化资源[1]。2019年，全域土地综合整治国家试点工作启动。全域土地综合整治是一种基于国土空间规划，以农用地整治、农村建设用地整治、乡村生态保护修复为主要内容，将山水林田湖草等全要素作为作用对象，以保护耕地、集约节约用地、改善生态环境为核心目标的土地整治模式[2]，是优化国土空间布局、促进土地集约节约利用、提供产业发展空间、保护和修复乡村生态环境、助力乡村振兴的重要举措，是自然资源高水平保护高效率利用的重要抓手。
