  Study on the Strategy of the Ocean Security of China

  In order to maintain the ocean security, China shall regulate the national strategy of the ocean security. As the core part of the national strategy of ocean development, the strategy of ocean security shall conform to its strategic target. At the same time, China shall especially deal with the ocean issues resulting in ocean security to minimize its influence on or threat to peaceful development process and the unified undertaking of China. The management and control of ocean issues are directly related to transition of China from a regional ocean power to a worldwide ocean power and as well related to the maintenance of national core interest. Therefore, it is very important and urgent to make clear and improve our ocean policy and law system.
  Galileo and GPS Competition and Beidou Navigation System’s Participation

  By examines the competition between the American GPS system and the European Galileo system, this essay analyze the European’s political, economic and technological motivation of starting the Galileo program, examines the waning innovation and service of the GPS thanks to its monopoly, which was now broken by the Galileo program, and analyzes the transition of the two system from conflict to compromise. As China’s Beidou Navigation System is participating in the commercial competition, this essay outlines the situation and puts forward relevant proposals.
  On China’s Achievements and Challenges in Reconciling Domestic and International Situations (2001-2010)

  Managing domestic and international situations as a whole, that is, make full use of the connections between domestic and international situations, and deal properly with the conflicts between the two, are a significant part of the methods implementing the scientific outlook on development. The concepts of managing the two situations as a whole take roots in China’s traditional holism, dialectic materialism and the practices of generations of Chinese leaders in handling relations between domestic and international situations. The new ideas and guidelines proposed by the Party and government in the first ten years of the new century, including “the two judgments and two awareness’s”, “going-out” and “win-win” strategies, and neighbor policies, all reflected the concepts of managing the two situations as a whole. China’s diplomacy has achieved balance between protecting national interests and shouldering responsibilities, and contributed greatly to domestic efforts to maintain stability. China is still facing challenges including weak awareness of its importance, insufficient mechanisms and poor capabilities regarding overall management of the two situations.
