基于尺度思维的山东半岛城市群政府间公务互动及跨界治理机制研究

　　[摘 要]基于尺度思维，使用社会网络分析方法与多元流网络，对山东半岛城市群政府间公务互动的空间格局和运作策略进行刻画，并揭示其跨界治理机制类型。研究发现：山东半岛城市群政府间公务互动联系在城市群尺度上呈现济南与青岛双中心的空间格局，在经济圈尺度上呈现区域发展的差异性，胶东经济圈内部和省会经济圈内部政府间公务互动态势良好，而鲁南经济圈内部政府间公务互动较为松散;山东省城市政府间公务互动在城市群尺度和经济圈尺度分别采取了各具特色的运作策略;山东半岛城市群政府间跨界治理作用机制包括多尺度制度嵌入机制、多尺度策略互动机制和多尺度协同共享机制三种类型。

　　Research on the mechanism of inter-governmental official interaction and cross-boundary governance of Shandong peninsula urban agglomeration based on scale thinking

　　Abstract：Based on scale thinking， using social network analysis method and multi-flow network， this paper describes the spatial pattern and operational strategy of inter-governmental official interaction in Shandong peninsula urban agglomeration （SPUA）， and reveals the types of cross-boundary governance mechanisms. The results show that the interaction and connection between government services in SPUA presents a spatial pattern of Jinan and Qingdao double center， and at the economic circle scale， there are the differences in regional development; the inter-governmental official interaction within Jiaodong economic circle and provincial capital economic circle is good， while the inter-governmental official interaction within southern Shandong economic circle is relatively loose; the inter-governmental official interaction in Shandong province has adopted distinctive operational strategies in urban agglomeration scale and economic circle scale respectively; the inter-governmental cross-boundary governance mechanism of SPUA includes three types： the mechanism of inter-governmental cross-boundary governance in SPUA includes three types： multi-scale institutional embedment mechanism， multi-scale strategic interaction mechanism and multi-scale collaborative sharing mechanism.

　　促进区域协调发展是我国新时代国家重大战略之一，是贯彻落实新发展理念、建设现代化经济体系的重要组成部分。山东省2020年先后出台了《贯彻落实〈中共中央、国务院关于建立更加有效的区域协调发展新机制的意见〉的实施方案》《关于加快省会经济圈一体化发展的指导意见》《关于加快胶东经济圈一体化发展的指导意见》和《关于加快鲁南经济圈一体化发展的指导意见》，上述一系列政策文件明确提出要构建山东省“一群两心三圈”为主体的区域发展新格局。“一群”即打造具有全球影响力的山东半岛城市群，“两心”即支持济南和青岛建设成为国家中心城市，“三圈”即推进省会经济圈、胶东经济圈和鲁南经济圈区域一体化发展。“一群两心三圈”区域发展新格局的确立，进一步明确了山东省区域协调与一体化发展的战略目标和行动方向。因此，基于尺度思维，立足城市群和经济圈两大空间尺度，揭示山东半岛城市群政府间公务互动格局、运作策略及治理机制，对于我国城市群跨界治理C制的建立具有积极的借鉴意义。
