高校食品安全保障与管理措施研究

摘 要：食品安全越来越受到人们的关注，而高校属于用餐人数较多的聚集性场所，为保证高校师生用餐安全，应对食品安全管理工作提出更高的要求。但从现阶段高校食品安全管理的实际情况来看，管理方式较为粗放，未建立相对完善的管理体系，导致高校食品安全面临较大的风险。基于此，本文对高校食品安全管理的重要性展开分析，再结合当前高校食品安全管理情况，指出在管理工作中存在的问题，并提出食品安全保障与管理的有效措施，希望通过此次研究提升高校的食品安全。

Study on Food Safety Guarantee and Management Measures in Universities

Abstract： Food safety has attracted more and more attention， and colleges and universities belong to the gathering place with many dining personnel. In order to ensure the dining safety of college teachers and students， the food safety management work has put forward higher requirements. However， from the actual situation of food safety management in colleges and universities at the present stage， the management mode is relatively extensive， and a relatively perfect management system has not been established， so that the food safety in colleges and universities is facing great risks. Based on this， this paper analyzes the importance of food safety management in colleges and universities， and combines the current situation of food safety management in colleges and universities， points out the problems existing in the management work， and finally puts forward the effective measures of food safety guarantee and management， hoping that the food safety in colleges and universities can be improved through this research.

近年恚因食品安全卫生问题引起的胃肠道发炎、食物中毒等案件不断出现，食品安全管理工作逐渐受到各部门以及公众的广泛关注，尤其是高校类人员众多的聚集性场所，一旦出现食品安全问题，将造成极其恶劣的影响，因此应加强高校食品安全的保障与管理工作，根据现实环境构建专门的食品安全保障与管理体系，做好高校食品卫生监管工作，将食品安全风险降到最低[1]。
1 高校加强食品安全保障与管理的重要性
日常生活中影响食品安全性的因素较多，如食品原材料存在质量问题、加工环境卫生不到位等，这些都可能引起食品安全卫生问题。对于高校而言，一旦食品安全管理工作不到位，将可能引起较为恶劣的影响，且危害广大师生的身体健康，因此高校应重视食品安全保障与管理体系的建设与完善。
1.1 有助于降低食品安全风险
高校通过加强食品安全方面的建设与管理，逐步建立对应的食品监督管理体系，对高校食品原材料采购、后厨加工环境卫生等进行全方位监督管理，能够及时发现存在的食品安全风险，并对相关风险因素提出整改，对保障食品安全有着较为积极的作用。
1.2 有助于保障高校食品营养
饮食的主要目的是获取人体所需的营养物质，获取充足的营养物质才能保证人体健康。但对于一些劣质的食品而言，其本身含有的营养物质基本丧失，且在食用后甚至会对人体造成伤害。如果高校师生长期食用这种食物，势必会对他们的身体健康造成影响。而通过加强食品安全保障与管理，对食品原材料的质量、食品加工过程进行审核、管理，将有助于保障高校食品营养，为广大师生提供营养健康的食物。
1.3 有助于维护高校形象
不管是食品的质量，还是食品的安全性，都会对高校自身形象造成一定影响。例如，高校食品质量较差，师生对其评价较低，必然会影响高校形象;如果高校出现严重的食品安全问题，在现代信息社会环境下，必然会对高校声誉造成影响，进而影响高校的招生工作等。
2 高校食品安全保障与管理工作中存在的问题
在人们的食品安全意识不断提升的背景下，许多高校在食品安全管理工作上不断趋于严格，并建立对应的食品安全保障体系，但在具体的落实过程中仍旧表现出较多问题，主要体现在以下几个方面。
