投资方视角下PPP项目关键风险因素研究

　　摘要：PPP模式是前社会公共产品或服务项目实施的常用模式，因其优势备受关注，但对于投资方而言，风险因素的识别和管控对于项目预期目标的实现至关重要。针对PPP项目投资方风险因素管理问题，该文以高速公路PPP项目为例，基于文献研究与专家访谈法，识别PPP项目投资风险因素，划分为4个阶段的18个子因素;通过构建熵权法―DEMATEL模型，将主观评价与客观评价相结合，确定各影响因素的综合权重和相互影响关系，识别关键因素并有针对性地提出建议，为风险防范措施的制定提供借鉴意义。研究结果表明，风险管理是一项系统性、全面性的工作，交通量风险和工程质量风险PPP项目投资风险中的关键因素，并且会对其他风险因素产生影响。
