Internationalization of the Open University of China and its Strategic Roadmap
  Wang Yibing

This study analyzes the internationalization characteristics of traditional universities and internationalization of the Open University of China (OUC) and its strategic roadmap. It posits that internationalization of universities has already become an indispensible choice an important field for reforms and innovations, a must strategy for a rapid development for higher education in developing countries. Internationalization is a systems engineering, calling for reforms and innovations, involving university leaders, faculties and departments, and all staff members. The author puts forward the following strategic roadmap for OUC: enhancing capacity building through globalizing education concepts and ideas, teaching staff and courses; building international reputation by maximizing its strengths and influences; developing international education cooperation and exchange programs with provincial branches and regional colleges of OUC making use of the regional advantages to suit the local needs; broadening strategic development, opportunities and platforms for joint education projects through developing partnerships with international institutes; and developing courses about neighboring countries, their languages, culture and general background, etc.

A Comparative Study on Distance Education Research Development
and Current Focus in China and the USA:
  From A Research Journal Perspective
  Hao Dan

Being a platform for issuing academic research fruits, the papers on scientific journals reflect the development context and hotspots of current research. This research selects 2141 papers (from 2000 to 2010) of two scientific journals, Distance Education in China and the American journal of distance education. These papers are divided into six research fields. In the comparative study, the points of common concern by the two journals are discovered in seven years, and the characteristics in practices and researches in Distance Education are reflected in the changes in concerning areas. Researchers hope that this research can help to forecast the topics that needed to be focused on, which will contribute to selecting topics in scientific research and journal edit.

A Study of Successful Distance English Learners’ Learning Strategies
  Xiao Junhong

Research on the good language learner’s learning strategies has been high on the agenda of practitioners in the field of Teaching English as a Second/Foreign Language (ESL/EFL). Nevertheless, the majority of studies were undertaken in the conventional learning context. This study, therefore, set out to focus on the good distance language learner, investigating 10 successful and 10 unsuccessful distance English learners in China with the aim of constructing a ‘learning strategy’ profile of the successful distance learner. Using the research instrument of semi-structured interview, this study investigated the difference in learning strategies between successful and unsuccessful distance English learners in terms of vocabulary, grammar and pronunciation, the skills of listening, speaking, reading and writing, metacognitive skills as well as social skills. Findings indicate that the learning strategies adopted by successful learners embodied more rational features in comparison with those used by unsuccessful learners, hence able to better compensate for lack of practice in the process of distance English learning. Implications for effective distance English instruction were also discussed in the article.

Education Opportunities for Special Groups: A Case Study in a Prison
  Zhang Zhengwu

Modern distance education has become the key player for building a lifelong learning system and a learning society. It is a new challenging task to provide distance education programs to prisoners to serve their special needs. On the one hand, prisoners need to be educated, and there are strong infrastructure facilities and training expertise; on the other hand, there tends to be a conservative education philosophy in prisons, and teaching management, interactive learning and organizing exams may be difficult. The case presented in the study provides some experience in offering distance education programs in prisons in terms of student enrolment, management, teaching, examination and learning support.

Designing Online Courses in a Cloud Computing Environment:
the Case of Modern Education Technology
  Wen Xiaoyong and Huang Weiling

As the core technology of next generation online computing platforms, cloud computing is to bring about drastic transformation in education. This study focuses on the design strategies for online courses in a cloud computing environment. It puts forward a cloud-ground integration construction mode, in which, free open source software pieces are installed on the desktop terminals while cloud services are provided by cloud providers. Effective integration of the two realizes digitalization of teaching contents and interactive online teaching activities between teachers and students. A case was presented in the study and student learning profiles are followed. The results indicate that such a design mode significantly improves resource sharing and learner-instructor interaction.
